If a ball is outside of a hazard and your stance is in the hazard can you ground your club?
ByThe ball is outside of the bunker on the fairway and you have to stand in the bunker to address and swing at the ball. Are you permitted to ground your club at address even though you are in the bunker?

Yes and yes. Your stand is not relevant it’s your ball lie that counts. The problem is you may need to stand on the rock, water or tree branches, etc.. I’ve seen PGA tour pros are doing just that.
In the sand, if your ball rest on the sand bunker, every time your club head touches the sand it counts one stroke because in the stand usually you don’t really need to hit the ball to make it get out: you hit the sand and the sand will help the ball out, so therefore every times you touch the sand it’s one stroke. Unless, of course it’s a fairway bunker that local rule indicates that grounding the club is permitted.
